It was actually NTSC fixed by GRG and I. Game's IRQ was coded very weird, and sometimes the IRQ's would strike twice and needed recoding. It wasn't noticable on pal because of the extra rastertime, but it became a serious problem on NTSC as sometimes the scrolling would fuck up.
